USPTO Electronic Business Center Difficulties - PAIR is Down

The USPTO’s Electronic Business Center (EBC) is currently experiencing technical difficulties. The Patent EBC has been down for a few hours as of the time of this post and the length of the outage is unknown. The following portals appear affected:

  • Patent Application Information Retrieval (Public PAIR)
  • Patent Electronic Filing (EFS-Web)
  • Patent Application Information Retrieval (Private PAIR)

This seems like a good time to review the requirements for certificates of mailing and fax filing. These methods of filing are addressed in Section 502 of the Manual of Patent Examining Procedure.
