What the Heck is This Contraption? A Rather Unusual Golf Related Device Receives Design Patent

Looks like something a cowboy should wear!

Well, the patent is USPN D566,217 titled ?Shoe Fitting Golf Ball Teeing Device.? So, I would guess that it clips on the toe of your golf shoe and you balance the ball on the fingers to then use your foot to set the ball on the tee! Can that be correct?
