Again, hard to believe

but some of the people working on the site on the shutdown are not actually TEPCO employees, but subcontractors. That includes the three people getting radiated for lack of boots the other day (Kyodonews article).

This is a job with potential influence on the whole nation. Outsourcing it to subcontractors to save a few yen does not seem an appropriate thing to do.
