M.S. v. STATE - Opinion Delivered March 16, 2011. On April 26, 2010, the Crittenden County Circuit Court entered an order requiring appellant M.S. to register as a juvenile sex offender.1 M.S. filed a timely notice of appeal on May 10, 2010. He raises four points of error: (1) the court did not have jurisdiction to order him to register as a sex offender, (2) the court did not have authority to order him to register as a sex offender based on the offense for which he was adjudicated delinquent, (3) he was not afforded due process for the registration hearing, and (4) the court did not make a determination that clear and convincing evidence supported the need for him to register as a sex offender, and, therefore, was clearly erroneous...continue to full post
