HERALD:BROWARD JUDGE SPECHLER RESIGNS AMID PROBEBY TODD WRIGHT AND DAN CHRISTENSENBroward County Court Judge Jay Spechler resigned abruptly Monday after the county's chief judge barred him from the courthouse amid a behind-the-scenes investigation a trio of ranking sources said is under way. Chief Judge Victor Tobin quietly reassigned Spechler, a former administrative chief of county court, Thursday to handle only traffic and parking matters at the county's satellite courthouses. ''He was reassigned to his car, essentially. He didn't like it,'' one judge said. Spechler, who was first elected in 1988, submitted his resignation letter to Gov.
