Will the INS detect a non-citizen who repeatedly marries and divorces in an attempt to gain citizenship?

I married my 31 year old non-citizen husband in April of 2003 (I am 38). He is not a US Citizen, but does carry an Employment Authorization Card, and he works full time. We applied for "Status of Change" so that we could work on him becoming a US Citizen. In April of 04 (one year after our marriage), I discoverd that he was cheating and gave him a year to clean up his act. He didn't and I filed for divorce. It was final this past May of 06. I charged him with "Cruel and Inhumane Treatment". I now know that he married me for citizenship, only. Now that we're divorced, can he repeat the same pattern with another woman to gain US Citizenship or will INS be able to read between the lines on him?
