Landlord vs tenant

We had a water pipe burst several months ago that caused drastic damage and required contractors to work on the house. The tenant did not pay the electric since two months before the pipe burst and thus the gas/electric and water have been shut off, preventing the the plumbing from going in so they could move back in. The lease has a statement which was signed by all that the utilities had to be kept on or they had to move in 14 days. They went against their lease. So I told them I had no choice but to evict them plus they are not calling me or talking to the ulitity people. I am trying to be sure we can evict them, they did go against the lease therefore I am saying they can be evicted. All I hear from renter is he needs time. He has been given time but I can not give time for the utility companies.
