How to collect a personal loan from a spouse?


My ex husband is refusing to pay for a personal loan that I made to him prior to our marriage. I do have a signed loan agreement and up until February he was making payments, but they were lower than the amount specified in the promissory note. He is now claiming that he will not pay the remaining $25,000 balance because he was forced to sign our divorce decree under "duress." He willingly signed and paid the court costs to complete the divorce. There is also a copy of the original promissory note for this loan attached to our final divorce decree as it is stated in the divorce he will pay the promissory note. He has moved from his last known residence and refuses to provide me with contact information so that I can collect on the amounts owed. Can I subpeona any of his family/friends to provide residence location so that he can be served with any papers and can I have his paycheck garnished if the courts place a judgment in my favor. What are my options. I can't afford an attorney at this point and would have to do all the legal work pro se. (Washington state.)
