Blocking email harasser's email always right?

An ex-boyfriend from 20 yrs ago has been contacting me thru email with obsessive messages. The more I don't respond, the angrier he gets and I am afraid that his anger will escalate past emails. His recent email said "Someday you will regret acting this way." I am scared for myself and my family. What can I do? Is this a threat?
