Credit Union racked up NSF fees over $600

My fiance's check is DD into a local credit union. Bank seems to have a pattern of "invisibly holding" charges from the debit card until just HOURS before his DD is processed (and this is after hours, of course). Over the course of about 8 months, they have racked up over $600 in "NSF fees." I let the first round float thinking we had just royally lost track of spending. Technically, yes, we did. HOWEVER, the online account balances never show the actual or available balance that the bank has. My best friend, also a member of this bank, just had over $100 fees for the SAME PROBLEM after being pretty aggressive with them, and the BM told her yes they do have a problem with their system backing up! I was informed that it was the vendors holding their batch. That is a load of poop! My other bank processes the SAME TRANSACTIONS almost immediately or w/in 24 hours, and the hold on funds is IMMEDIATE (and displayed online) with the exception for fuel. This bank is rude and seems to have a routine run-around defense for this practice. What is my best course of action? I have records and notes for the history of the account, which does vary from the CU's "secret" records.
