How do I file my father incompetent?


My father has my 45 year old brother living with him. He treats our father badly. (Not physical) My father has Parkinson's and he can not do some things by himself like cook, eat soup and so on. My brother refuses to work, cook, clean and cut grass. My brother acts like a hypochondriac. My brother has to go to the doctor every week for something. My brother is basically spending all our dads money. What can I do about this? I am afraid my father is going to loose his house.
