My landlord keeps turning off my utilities for "maintenance"


This has happened 3 or 4 times a month now- they have turned the electric off 2 days consecutively, the water off about 9 or 10 times now, and our heat has broken 5 times (once it would not shut off, and we were forced to keep the windows open for 3 days before they could come and fix it- the other times it would not turn on and we were forced to sleep and live in a 45 degree apartment for several days). I've recently started calling and complaining pretty frequently; the first few times I was nice and considerate, and the last couple of times I have tried raising my voice. They typically give us 23 or so hours notice, but they lie about it; for instance today my water was turned off, and I never received the notice; which they claimed they put outside my door on Friday (today is Tuesday). But they are lying, because although I never received a notification in front of my door, there were papers in front of every other door in my complex yesterday at 10 am. My roommate left at 9 and the papers were not there at that time, which means they gave us less then 24 hours notice (and technically, my apartment received no notice at all).

My question is, can I take legal action against my landlord for turning our utilities off this frequently? I pay for my electric and heat, but my water is included in my rent. I LOVE my apartment other then the utilities issue- this affects me every single time they do it, as my work schedule is different then most other peoples- and my landlord's excuse is that we are in a "renovation period" right now.
